You can't see locks in the working copy!
All you can see is the 'needs lock' overlay, but that is shown for files
which are read-only.
If you want to see the locks in your working copy, use the "check for
modifications" dialog.

It fetches the status of the items you right-clicked on, to find out
which context menu entries to show.
