Using r5497 on Win2K which isn't much changed from your rev.

Right clicking inside revisioned folder with 2 changed but uncommitted
revisioned files works for me.
The symptoms suggest something like TortoiseSVN.exe does not have read
access to the folder but explorer has.
If you have icons then the TSVNCache has access so TortoiseSVN.exe
should too.

Weird.
