Feature request : don't allow tag overwrite

What I did :

  Create a tag, say TEEA38 some times ago

  Work on the trunk for some days

  Want to create a new tag TEEA39 from trunk today but use the old tag
name (TEEA38) by mistake

What happens :

  The new created tag overwrites the old one with no warning. Same

What I want

  A tag can't be created if its name already exists.

  However, it's acceptable to overwrite a tag with a warning message
and the user's acknowledgment.
