That depends on what you want to do. You don't need Subversion itself if
you only want client functionality (i.e. connect to a SVN server that
someone else is hosting). If you want to run your own Subversion server
you have to download Subversion itself. TSVN is a SVN client, so it
cannot host SVN repositories itself. You can however create repositories
on your filesystem using TSVN and these can be accessed using the
file:// protocol, so it is possible to work with a repository using only
TSVN. But I wouldn't recommend this method.

Yes, it is only for SVN. Most TSVN functions are only visible when you
open the shell context menu inside a SVN working copy folder. But its
merge program, TortoiseMerge, can be used separately.

Oh, and you can use TSVNCache.exe, which is a background process that is
run when you have TSVN installed, to stress test your CPU ;-)
