That can't be done. TSVN is a shell extension, so it is loaded with Explorer. The only way to update it accordingly is to shut down Explorer.exe (and that is NOT closing all your explorer windows). Although you could kill explorer.exe from taskmanager, it is not a clear shutdown and it is not recommended. So the good way is to ask user to reboot.
BTW: You really should reboot when updating TSVN. If not, you'll get weird behaviours.
