I solved it myself. And yes, it retains the log!!!

1. I dumped the repository and created created fsfs repository.
2. Through tortoisesvn's repos browser, moved the files a level above the
current one.
3. Dumped this fsfs repository.
4. loaded my web based repository from the dump file obtained in 3 (I
deleted the original repository though).

If anybody can tell any simpler method, ideas are always welcome.
