Found the reason.

Well, at least a clue towards the reason.

One was the 1.1.1 installation, the other the 1.2.6 one. The 1.1.1 one
was the one that I had installed as normal user (or that got installed
as a user-specific install from the Administrator installation - I'm not
sure which was which anymore).

OK, I tried again. First uninstall everything from all normal user
accounts. (This got me an uninstall of a stale 1.1.1 revision - wonder
where *that* got its undead existence from...)
Ran ClearInstall on them.

Had to reboot after each uninstall... don't we all *love* Windows... :-(

Then uninstalled 1.2.6 from Admin. Again, did a ClearInstall after the
obligatory reboot.

Installed 1.2.6 again. Reboot again. (It's getting tedious.)

And... worked perfectly.

Probably an svnserve issue.
