Problem with tortoisesvn accessing repository via ssh.

I thought I posted this yesterday, but can't find it on the site, sorry if it is a repeat.

I have tortoise 1.6.16, Build 21511 - 64 Bit installed on a win 7 machine. I also have cygwin installed and tortoise is configured to use c:\cygwin\bin\ssh. I am able to access the repository (update/commit) from the cygwin command line. When I try to update with tortoise I get the following:

To better debug SSH connection problems, remove the -q option from 'ssh' in the
[tunnels] section of your Subversion configuration file.
Network connection closed unexpectedly

I've tried removing the -q option from ssh configuration files every where I can find it, but can't get any more information. I am never prompted for a password. I've uninstalled and re-installed tortoise, but this didn't change anything (it still remembered things like comments, so the uninstall was not complete). I've also cleared out all of the history in tortoise.

The thing that precipitated this behavior was a change in the OpenSSH server running on the computer hosting the repository. I don't think the keys were changed though.
