Another relevant note about this issue.

I had said that if you open a new Log Messages window then revised r1 log
message would be shown, and that is what I remember happening when I ran the
batch file to develop the results for initial previous post. But, when I
originally noticed this problem, and prior to developing my test case, the
log message never updated even if a new Log Messages window was opened. The
revised log message could be retrieved with the CL client, but not seen in
any TSVN Log Messages window (yet the revised log message was shown in the
Edit Log message dialog, as shown in the previous screen capture). The only
way to get the new log message to appear in a TSVN Log Messages window was
to go to Settings and update (or delete) the log message cache.

I was still a bit troubled by this, so I repeated my test case a few more
times. In each time that I've repeated this since, the Log message for r1
never updates in the TSVN Log Messages window unless the additional step is
taken to update or delete the cache. So perhaps I was entirely mistaken the
first time around, or I did something subtly different that I can't isolate.
Either way, it seems there is a corollary to this issue: The Log cache seems
to be left in an incorrect state when exit code 1 occurs in the
post-revprop-change hook.
