Well, though I'm not Stefan to whom you addressed the post but let me say:
If you consider the fact that PayPal was founded in Palo Alto, California by some Max Levchin and the company's Singapore offices exist solely to avoid US taxes, and also the fact that PayPal has been locking accounts left and right for this and other undecipherable reasons, meanwhile using people's locked money to trade in stocks for big bucks, so... why should anyone be bothered with the problems of theirs? They're the problem and the best is to stop using them.
Personally, as must be obvious from this text, I consider that they lock accounts, write ciphers and reply in nonsense only to steal as much as they can without being pinned down.
