Ok, I'm even more sure of my analysis, but I noticed a few points for clarification to help you understand exactly what's going on here:
1) PayPal Private Limited (sometimes referred to as 'PP Pte Ltd') is the Singaporean branch of Paypal. This makes the PayPal emails very confusing, because when they say things like:
"You can not accept donations contracted through PayPal Private Ltd."
... it sure *looks* like they mean PayPal in general -- ie, a blanket statement for any and all donations, ever. But what they mean is that you cannot accept donations from *Singapore*, because their asinine laws forbid it.
2) When paypal says "contracted" they mean any individual money transfer between two separate branches of PayPal (usually international). Ie, a transfer of money between two people in two different countries qualifies as a "contract." This also is confusing, because they say things like this:
"However, as we explained, your desire to take donations through PayPal for personal cause is one case that causes issues for PayPal because PayPal Pte Ltd, the Singaporean company you contracted with for your PayPal account, is unable to process donation transactions for non-registered charities and non-profit organizations (NPOs), political
.. it sure *sounds* like they think you're signed up though the Singaporean branch of PayPal. But what it really means is that someone from Singapore donated money to the project, which in turn means that you have "contracted" with PayPal Pte Ltd for the transfer of some xx amount of funds.
(a contract which is void due to Singapore law).
The letter goes on to state that you can, if you want, create a new user/account for the explicit purpose of selling goods to Singaporeans. You aren't selling anything, so this advice is not useful. Though for some OSS projects who have both for-sale items (t-shirts, etc) and donations, they would have to open two separate accounts in order to at least allow Singaporean residents the option of buying their shirts (Singaporean access to the donations account would still have to be denied).
So in the end, what PayPal is asking is that you deny any and all future donations from PayPal Pte Ltd; all other donations are still fine and dandy. Again, this is about Singapore, and some poor sod Singaporean resident who thought he was doing you a solid by giving a donation. This is not about how you spend your donations, or who your PayPal provider is, or PayPal cracking down on non-profit organizations.
(it sure would be nice if they took the time to explain it in plain english, instead of cryptic and highly misleading lawyer-speak... sigh).
