That would have to be implemented in the svn library, not TSVN. Sorry.

The tracker is closed for a simple reason: we would get 20 or more new
issues a day which aren't really issues but simple user errors or
questions on how to do things. The day where I spent the whole evening
just closing such issues instead of writing code, I locked down the
issue tracker.

You'd have to ask on the Subversion mailing list for this.
