No, it is up to the user to ensure he/she only uses compatible 1.x
clients on a working copy. You should not upgrade just one client, but
upgrade all clients at the same time (TSVN, Subclipse and others).

The subversion policy is to allow all 1.x clients to operate with all
1.y servers, but there is no such policy between clients. In fact, the
working copy format will usually have to be upgraded to support the
new features.

In addition: Updating working copy formats is done by the subversion
library, so support for not upgrading the format would have to be
built by the subversion developers, not the TSVN developers.
