Simplified Chinese Translation of TortoiseSVN DOC

Hi Developers,

I am a TorroiseSVN user, and my native language is Chinese(Simplified).
I can translate the TortoiseSVN DOC into Simplified Chinese(zh_CN) in
spare time. But I didn't know the detail of translating. Who can give me
some instruction? (Such as, Which file should I modify, is it
"trunk/doc/po/TortoiseSVN_zh_CN.po"? After translating, how do I commit
the file to project?)
