No, they are not marked untranslatable. I know that there are some
special invisible Unicode characters which reverse the printing
direction inside a string, so you can insert a LTR string in a RTL
string. If you cursor through the above Persian translation in poedit,
your cursor will jump and change direction at those invisible chars. I
don't know how they are inserted though. My guess is that Mohsen has to
shift the sub strings around so that they show up correctly in poedit.
Then they will probably be displayed correctly by TortoiseSVN too.
