There is a list of the resource IDs in which a string is used stored with each string, but I don't know if this really helps you.
Difficult, because the same original text can appear in different menus, so there can be a duplicate in one menu and none in the other.

I don't know of any, that works on gettext files sorry.

That's nice :D

If you use poedit for translating, some of the gnu gettext command line utilities are installed inside the poedit/bin folder. You can call "msgfmt --check-accelerators Tortoise_id.po" to get a list of the line numbers with missing accelerators.
