That's not a dump question.

The answer however: "it depends" :)

If you're using file:/// to access your repository, then you would also
have to dump/reload your repository and upgrade to 1.5.
But for svn:// and/or http(s):// accesses to a repository, that should
work even with 1.0 version servers (slower than with an 1.5 server, but
it would work).

The fact that you get a "refused connection" indicates a bigger problem
here - one that could indicate a regression in 1.5.0 against 1.4.x and
which should be fixed.
Can you give us more details about your server setup/authentication
method?
