Can you supply a Certificate or Letter stating TortoiseSVN does not require
"Admin" privilege or alter the core desktop configuration?

Sir,
This request would have to go to the TortoiseSVN community, at the
email address dev@tortoisesvn.tigris.org. I have cc'ed them on this
message, to help the matter along.
This site, tigris.org, is not a single company or community. Each of
the projects, like TortoiseSVN, is a completely independent entity,
constituting both the "vendor" and the "provider" of their respective
software products. Tigris.org is only a hosting facility.
