Hi,

We neither have a certificate (we would have to certify ourselves, which
makes a certificate pretty useless anyway) nor an official letter about
this.

But I can assure you that TortoiseSVN does not require Admin privilege
or alter any security related settings. But it does require Admin
privileges during install. After it is installed, it works with normal
user privileges (user GUEST will not work properly though, but usually
that account is disabled anyway).
