Neon build should always clean config.* files

I have just spent 15 minutes trying to figure out neon build failure.
It turned out I simply needed to rebuild instead of build to regenerate
config.h/config.hw.
Since I am not familiar with nant,
I simply made 'build' depend on 'clean' as in attached patch.
Perhaps there is better solution?
