Questions about tortoisesvn usage with Visual Studio 2003

Now we are using TortoiseSVN to control source code.
In the visual studio 2003, we have some projects in one solution. Each
project has some files.

When user A add a file into a project, the project file has been
modified. And user B add another file into this project, the project
file is also modified. So it often displays the "Transaction error".
How to solve it?
