What Steve is referring to is the fact that there are several widely
used keyboard shortcuts (like Ctrl-A, Ctrl-C, Ctrl-X, Ctrl-V etc.)
that may cause confusion when also used in menus. Shortcuts like
Ctrl-O for Open and Ctrl-S for save are used even in languages where
Open has no 'O' or Save has no 'S'.

IMHO the Ctrl- shortcuts are better left stable across all languages.
I hate it when Ctrl-B must be used for 'Bewaren' (== Save in Dutch)
and yet another Ctrl- combination to select bold face (Ctrl-V for
'Vet' for example ?!?).

The Alt- accelerators on menus on the other hand should be -- and are
in TSVN -- adapted to the selected language. But that is easy, as the
resource strings use the & to indicate the accelerator key. Duplicates
here are no problem, as pressing the accelerator key repeatedly loops
through the relevant menu options.
