Try the command line client. If it does the same, then you should report
this on the Subversion mailing list.
Also, it could be a problem with SSPI (you haven't told us anything
about your server setup, so this is of course only a guess). Check out
the FAQ here:

Make sure you use the latest version of mod_auth_sspi.

Do you maybe not have the authorization to access one of the folders
which should get updated?
