Strange behaviour when updating

Hi,
 
When updating - the update never ends and seems to be pulling data at a
rate not possible of the link I have to the internet. Have a look at
the attached screenshot. The bar fills up at about 20kb, after which it
just keeps on going, I eventually stopped it at 1,5GB as the repository
is only 200MB in total.
