I have no idea what is causing this. It looks like the character has been
converted to UTF-8 somewhere on the way while the language pack is being
built.

The character is displayed correctly in Languages\Languages.txt. It's an
ANSI encoded file.
The only thing that I can build on my machine is the spellchecker installer
and this one displays the ntilde correctly.

I guess that also the Norwegian and Turkish language pack installers will
look wrong because they have non-standard characters too.
