No, because it isn't a BUG.

Perhaps better syntax would have been 'Ellipsis button not working as
expected (bug?)'

In general it is considered more friendly to write a question based on
the assumption that you are doing something wrong or have the wrong
expectation (which you actually did in the body of the mail; the
subject was not in line with this tone). If the software is really at
fault, the developer(s) will be quick enough to fix it and admit the
bug.

For TSVN there really is no need to try to get more attention by
flagging your mail with 'BUG'. Response times on this list are among
the best I've seen and hardly any mails will be completely unanswered.
