The repo-browser seems quite capable of being invoked with a blank url...for example when you've never browsed a repository before, it just displays nothing. That's what I would have expected if there's nothing in the URL field and you clicked on the "..." button.

As for the capital bug in the subject:
a - it makes it clear what it is so people can at a glance ignore it or view it if they're interested.
b - there's a question mark at the end of the subject meaning it's up for discussion. ie, I'm not sure if it is or not.
c - Is there a general way I should be filling out the subject field for "possible" bug reports?

There is a good reason: The repo browser is used to browse the 
contents of a repository - and it can only do so if it knows which
repository to browse. There's no world-wide directory service for
subversion epositories it could ask when no URL is given - you can't
even ask a server hosting several repositories for a list of
the repositories it hosts.

Please think twice if you use "Bug" in the subject and at least
trice if you intend to write it in capital letters.
