Assuming my website isn't blocked by your proxy, the following link is a
binary identical "Windows Installer 3.0 Redistributable" (i.e. MSI 3.0):

http://www.cubiclesoft.com/Unrelated/WindowsInstaller-KB884016-v2-x86.exe

Using this EXE depends on whether or not you trust me or my company.
Trust is earned, not given.

Perhaps the TortoiseSVN website should be updated to include the MSI 3.0
redistributable for those who have similar situations?
