Do you mean svnadmin.*?

TortoiseSVN is a subversion *client*. It is linked against the
subversion client libraries, but does not include the subversion command
line client per-se. More importantly, it does not include any server
side or admin stuff, apart from the ability to create local repositories.

If you want a subversion *server*, you need to download and install the
subversion package as well.

Don't we tell you all this in our manual?
