sysadmin commands?

I installed the following version of TortiseSVN:
TortoiseSVN 1.3.2, Build 5840 - 32 Bit
Subversion 1.3.0,
apr 0.9.7
apr-iconv 0.9.7
apr-utils 0.9.7
berkeley db 4.3.28
neon 0.25.4
OpenSSL 0.9.8a 11 Oct 2005
zlib 1.2.3

which is supposed to include Subversion 1.3.0, and it does otherwise I wouldn't
be able to create repositories, etc... But, while reading the Subversion
manual it gives examples of using the sysadmin command. I've searched my
system and it does not contain a sysadmin.* file of any kind (except for
VS2003's sysadmin.hxi).

Do I have to install the real Subversion 1.3.0 as a service?
