My PC came with an XP license. A standard image was then copied to the
PC with the default developer configuration, including Windows 2000 and
a load of other stuff.
MS are apparently happy for you to buy a license for XP and then use
this to install 2000.
When I had to set up a dual-boot machine (NT and 2000) on a very old box
I had to get a license for XP to install 2000.
A lot of companies are happier sticking to 2000 as they don't see a lot
of benefit running XP compared to the problems of either supporting two
platforms or upgrading everybody.
I suspect this will only change when MS kill off 2000 support - then
they may go straight to Vista (if it's out then).
