It is a problem, because apache is happy since it's a "valid-user" but then
the subversion auth file has no access for this user. You end up getting a
401 error and no prompt for user/pass. This is the same issue I mentioned
earlier that happens outside the domain with the Guest user enabled on the
server. Just double checked this with RC2 and a valid domain user with no
rights to the repository. Within the domain you have to be logged on as
whatever user you want TortoiseSVN to use.

In my setup this isn't an issue as such machines end up getting their own
access to the repository anyways, but it could be a problem in a lot of
different setups people do use. Especially since before the sspi feature,
they could do this just fine.
