I can confirm the issue here as well.

Data transfer when adding 14.585MB WMV file:

 * https with SSPI authentication: 39.31MB
 * https with basic authentication: 12.88MB

The server configuration is Apache 2.0.55 with DAV, OpenSSL 0.9.8a, SVN
1.2.3, PHP 5.1.1 & mod_auth_sspi 1.0.3 on Windows XP x64.
