I think most companies or teams of developers won't upgrade to 1.3
branch until at least 1.3.1 or 1.3.2--unlike lone developers or the
adventurous. This will probably be the case for both svn server and
tsvn client.
Another factor is Debian having subversion 1.1.4 in their recently
released stable branch. A lot of places just prefer to track stable
branch because of fast security updates and guaranteed compatibility for
automatically updated packages. People tracking Debian's testing branch
got burned by having to wait weeks or even months for security updates
to various packages while the stable branch got updates right away. So
don't be surprised if 1.1.4 servers remain popular for another 12 months
or more.
Anyway, a bugfix-only 1.2.x release would be highly appreciated but we
understand if time/resource/preference of developers don't make it
happen. Regardless of the decision, thanks and keep up the great work!
