I've always wondered if the installer could be used to indicate what
_type_ of user the person is:

Are you a:

* First time user of TortoiseSVN?
* New user of this version of TortoiseSVN?
* Advanced long-time user of TortoiseSVN?

For the first, you would have the "don't show this again" dialogs and
other annoyances users who have used TSVN wouldn't want to ever see again.

The second option would only show special dialogs when new features are
encountered.

The last option would just assume the person knows what they are doing
and shuts up.
