Try going to control panel -> Add/remove programs and remove TortoiseSVN
(multiple copies if necessary). Then reboot. Then reinstall 1.2.4 and
reboot again.

Out of interest, I have 2 items in my add/remove programs list too,
although I don't have this particular problem.

Also interestingly, neither of them has an icon there (see screenshot).
