You can use the Check for Modifications dialog and click on Check Repository to
see who holds a lock.

Be sure, if this were not difficult, it would be implemented. But Subversion
itself lacks this information because it does not check the repo to get the
status which would be very slow even on fast connection. In TSVN this *could*
lead to a 'frozen' explorer which would be very bad and you won't be able to use
your WCs offline no more.

So this is impossible to implement with the current design of Subversion.
