I do not think anyone disagrees that it would be a nice feature to have,
the problem is that only the server holds this information and Explorer
would become unusable if TSVN had to contact the repository to decorate
each file.

Subversion is largely a disconnected source control tool, like CVS, and
unlike something like SourceSafe or ClearCase. There are a lot of
benefits to that, but this is a downside.
