I have faced with same problem and had solved it in the same way.
I don't know does spelling dictionaries placed in a language packs now,
and if so, may it would be worth thing to include dictionaries in right(working)
encoding in language pack (Windows-1251 in Russian lang. pack case),
 or give users directions in docs/faq how to overcame/workaround this situation,
 or warn users about possible wrong encodings/spellchecker bug :-) at least?
(Sorry for a long complex sentence ;-) ).

This may apply to Russian users only, and directions/warnings may appear in
(missing) Russian doc translation, if nobody else concerns.
