[TSVN] some bugs

I.e. spellchecker should determine what encoding is given to spellcheck?
If there is a dictionary for KOI-8, it expects KOI-8, not Win-1251 (or there
is an option [buggy option] in it's programming interface) ?

Mixed (English / Native) log messages.
I can combine two dictionaries into one, but this decision is not
standard...
Need help (or some quidelines :-)
