[TSVN] spellchecker

Hello!

This is my second message about integrated spellchecker

Spellchecker should be distributed as a separate package.
Installer with that size (8.2Mb) is too huge for scm tool.

it is practically useless for non-speaking-english persons maintaining
their projects in native languages.
