as a continuation of the public conversation with myself...

I realized that the patch created from the single file "Create Patch"
can be applied at the parent directory level (i.e. a patch created on
"c:\project\src\testfile.c" can be applied from the "Apply Patch" menu
item on the "c:\project\src\" context menu).

So, perhaps this isn't really a bug (I don't know if TortoiseMerge can
handle applying a patch to a single file).
