[TSVN] Time to relocate

Hi,

Our sourcecode repository has moved from svn.collab.net to tigris.org.
So please relocate all your TSVN working copies to
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk
or whatever branch/tag your working copy is on.

(Russell: please do that for the nightly builds, otherwise you'll build
an outdated version)

Also, translators should now speak up if you want commit access. Lübbe
will then decide if you get commit access (only if you provide
translations regularly).

For those who subscribed to the commits list: the mailing list has
changed too (from cvs@ to commits@), so you need to subscribe again on
the new list.
