A move is not a copy. I think moving wouldn't be a problem. But he needs
 just a copy to new location and don't delete the old one.
If you right drag the file into it's new location you are not able to
give it a new name. Something like "svn cp foo.txt bar/bar.txt" is not
possible. And a just copied file can't be renamed within Subversion...
