Use the 'rename' command. But instead of just give a new
file/foldername, specify the new full path. TSVN then sees a full path
and does a move instead of a rename.

You can use the branch/tag dialog just well. But instead of giving an
URL to make the branch/tag specify a full wc path.
Then, you'd also have to check the option "Working Copy" in the "Create
copy in the repository from:" section.
