But I wanted to do a copy not a move/rename.

If the Branch/Tag dialog supports WC to WC copying,
that isn't at all clear. The dialog says
"To URL:" not "To URL: or WC:"
Then, it specifically says "Create copy in the repository from:"
rather than "Create copy from:".
Also, if that section relates to the From argument,
shouldn't it be displayed before the To argument?
Finally, if it supports copying to a WC, I assume the Log message
wouldn't apply.
