Did you check out trunk/Common or trunk/Project1?

I check out Project1 and modify the file in external4. This causes
multiple refreshes (but only when I press up so all externals are
visible). If I modify the file in Project1/UserInterface, which isn't
an external, I don't see any such problem, only with the Project1/Common
directory.

I can reproduce this on multiple machines. Each time I enter
Project1/Common, if external4's file is modified, explorer constantly
refreshes.
