I guess you don't use the HEAD version of the cache but the latest
nightly? Then you might get more refreshs because there the external
handling wasn't working right yet.

I've just uploaded my HEAD build of the cache to
http://mapcar.org/tsvn-snapshots/latest/TSVNCache.exe

If you want, you can download that one and replace your TSVNCache.exe
with this one.
