Just tried your repo, checked out a wc from it and modified one file in
common/external4. One explorer refresh happened, not more.

But I think we could get rid of refresh when an unversioned item
suddenly get's a 'normal' status - this usually means that the cache
didn't knew that file/folder before.
In the case where you check out a new working copy, hitting F5 to get
the overlays isn't too much to ask, don't you think?
