I've seen this a few times now and I have to ask how this is supposed to
work?

Nobody knows if their question is 'fequently asked' before they ask it.
Only the administrators of this list are in any position to make that
judgement.

Having just looked at the FAQ site, I also find that there is a large link
saying "Ask a question", which brings up a page telling the user to ask
their question here. There is nothing on this page to suggest that it is
only for use to add an FAQ entry and just looks like it is a form to ask
for support.

I could well be getting completely the wrong impression, since I don't
know the inner workings of the FAQ, but as far as I can tell the ability
for users to ask questions in this way should be completely removed and
replaced with some notes on where and how to ask questions, such as the
address of this list.
